CALMING TRAFFIC

WHAT HAPPENED:

The City Council voted to implement phase II of the city's

neighborhood traffic calming master plan, which is designed to reduce

traffic speeds in the residential area bordered by Brand Boulevard,

Mountain Street, Glendale Avenue and Monterey Road.

WHAT IT MEANS:

The city will construct 10 speed humps and seven traffic circles on a

test-case basis.

"The traffic circles cause cars to have to slow down and deviate from

their straight path, Public Works Director Kerry Morford said. "Speed

humps reduce traffic. Our statistics bear that out."

Phase I of the plan, implemented in 1998, includes 16 speed humps.

VOTE

5-0 in favor.

WHAT HAPPENED: The City Council voted to hear the appeal of applicant

Virginia Petikyan, who is requesting a variance and a conditional-use

permit for Elena's Restaurant, 1000 S. Glendale Ave.

The applicant wants to sell beer and wine, but must build a second

bathroom, which would require additional parking. The restaurant has one

unisex bathroom, and no self-contained parking.

APPEAL TO BE HEARD

WHAT IT MEANS:

A public hearing on the appeal will be heard by the council Aug. 14.

The applicant was previously denied by the city's board of zoning

adjustments, according to Wolfgang Krause, a senior planner with the

city.

"They want the beer and wine," Krause said. "To get the beer and wine

the ABC requires two bathrooms."

VOTE

4-1 in favor of conducting a public hearing on both the variance and

conditional-use permit cases, with Councilman Dave Weaver voting no.
