PAY RAISES

WHAT HAPPENED

The council introduced a salary ordinance that would implement a 3.7%

cost-of-living adjustment for 71 section heads and executives, including

City Manager Jim Starbird.

Under the ordinance, outgoing Fire Chief Richard Hinz would receive a

5% raise and Police Chief Russell Siverling would get a 4% salary

increase

WHAT IT MEANS

The adjustments would be retroactive to July 1, when mid-management

employees and most managers received similar raises.

Should the ordinance be adopted, the raise would increase Hinz'

pension, which is determined by his highest salaried year.

The council will vote on the ordinance at its Nov. 13 meeting.

ORAL COMMUNICATIONS

WHAT HAPPENED

The council, after considering whether to add a second public comment

period to its weekly meeting agenda, opted to continue with the existing

5-minute comment period toward the beginning of the agenda.

"I think at this point the community has been served well by the oral

communications we have now, and I think we should keep it the way it is

and move on at this point," Councilman Rafi Manoukian said.

WHAT IT MEANS

The council, after studying oral communications in surrounding cities,

considered adding a second comment period toward the end of the meeting

that would have given the public two minutes to speak, reducing the time

during the first comment period to three minutes.
