BOARDS, COMMISSIONS

WHAT HAPPENED

The council approved a resolution amending the procedure for selecting

council panels to interview candidates for boards and commissions.

Additionally, Councilman Bob Yousefian introduced an ordinance amending

qualifications for serving on a board or commission, and the number of

members who sit on the transportation and parking commission.

WHAT IT MEANS

Instead of combining a random draw with an alphabetical rotation to

select two-member interview panels, the panels will be selected by

matching an alphabetical column of council names with a column of

staggered names. The intent is to reduce duplication on panels.

Councilman Frank Quintero, who opposed the resolution, argued that the

council would be better served if all five council members sat in on

interviews.

Under the ordinance, all members of boards and commissions would have

to be qualified Glendale voters to serve. No residency requirement exists

for members of two design review boards, the arts and culture commission

and the transportation and parking commission.

Quintero, questioned the diversity of the arts and culture commission,

and requested that a member of the Armenian community be appointed in the

near future.

VOTE

The council voted 4-1 in favor of resolution. Councilman Gus Gomez was

absent.

DEVELOPMENT PERMIT

WHAT HAPPENED

Councilman Bob Yousefian introduced a temporary ordinance that would

buy city staffers some time to develop a comprehensive set of downtown

design guidelines.

WHAT IT MEANS

Under the ordinance, a permit would be needed for projects proposed in

the Central business District if they are more than six stories or 90

feet tall. The goal is to limit high-rise development that doesn't mesh

with downtown surroundings.
