Stores shouldn't be fined because people take carts

Judith Schneider's suggestion (Mailbag, Aug. 17-18), that the

stores should pay $5 for each cart that is returned to the store, is

certainly a dangerous one.

Why should a store that makes carts available as a courtesy to

their customers be held responsible by being penalized with a fee

because the carts are being stolen from their premises?

I see empty carts around the neighborhood, but also carts that are

being pushed and used by individuals for recycling items and for

laundry, etc. If the police issued citations to these individuals who

are seen pushing and using these carts, then perhaps abandoned carts

would lessen.

I cannot justify penalizing the innocent. It is wrong.
