With just three council members left on the dais, the margin for a majority confirmation was thin, exposing divides among those who felt Glendale Police Lt. Carl Povilaitis, who served on the airport authority for 10 years, trumped Weaver’s position on the council.
The shake-up on the airport authority also comes after Burbank Mayor Gary Bric sent an e-mail to the City Council urging its members to maintain their current membership.
Povilaitis eventually lost out in repeated polling, despite appeals from Najarian to insulate the airport authority from what he said was Weaver’s history of unprofessional behavior in council chambers.
With Povilaitis off the board, Weaver and Quintero will join former Mayor Rafi Manoukian in serving new terms beginning June 1.
Glendale Water & Power officials on Monday said they would delay bringing a revised mandatory water conservation ordinance to the City Council by four weeks to get more public feedback, despite the looming July 1 cutback in regional wholesale water allocations.
General Manager Glenn Steiger said the city would try to implement the ordinance in August — one month after the Metropolitan Water District of Southern California reduces water shipments to its member agencies by 10%. That means the city will rely on voluntary cutbacks from a community that has managed an overall reduction of only 4% so far.
If Glendale uses more than its allotment from MWD, it would have to pay three times as much for its water, according to the allocation plan.

A 53-year-old man pleaded not guilty Tuesday in Glendale Superior Court to hitting a 16-year-old bicyclist — who was heading home after taking a college entry exam — with his SUV while driving under the influence of alcohol and drugs.
Herbert Davis is charged with felony driving under the influence and causing great bodily injury to Charmaine Alcantara in Saturday’s accident, said Jane Robison, spokeswoman for Los Angeles County district attorney’s office.
