City Atty. Scott Howard told the council Tuesday that no settlement discussions are underway with the Montrose Collection restaurant being sued by the city for allegedly operating an illegal banquet hall. ?Sometimes an attorney will make unilateral statements about possible settlements,? he said in response to a question from Councilman John Drayman. ?In this case I can tell you there are no discussions underway.? The city is pursuing three misdemeanor charges for zoning violations against Montrose Collection owners Armen and Take Aivazian for operating as a banquet hall at 2831 Honolulu Ave. The owners maintain they are operating a restaurant, and are exempt from rules limiting banquet uses because the business was operating before the rules were adopted.

CITY HALL ? The Armenian Society of Los Angeles' proposed new center on Louise Street overcame a significant hurdle on Tuesday, after the Glendale Redevelopment Agency approved preliminary designs for a three-story facility that would feature a library, classrooms, offices and a 350-person-capacity multi-purpose room. The society's proposal was much reduced from a 57,000-square-foot version presented to the agency in May 2005. That modern, steel-and-glass facility, which would have included saunas, a theater, no on-site parking and a banquet room, was shot down by the agency for being too massive and out of character with neighboring properties, including the adjacent Glendale Presbyterian Church.

CITY HALL — The debate over banquet halls came down to a severe parsing of legalese Tuesday, when the City Council ultimately voted to uphold an earlier city decision to maintain a restaurant’s operating permit under recent rules that restrict banquet use. Operators of Ambrosia Restaurant, on the 6400 block of San Fernando Road, had sought to have their conditional-use permit restructured under older zoning guidelines that would have...

Changing a lease between the city and the operator of the Castaway Restaurant drew a large crowd at Tuesday's City Council meeting who wanted to voice concerns over traffic, noise and other issues related to the popular hillside eatery. The council delayed a vote on the amended lease with Specialty Restaurant Corp. until Oct. 4 to allow staff members to make changes the council wanted. "In the big picture, they are not major issues, but do impact your business," Mayor Jef Vander Borght said to the restaurant operators.

Having read several articles in the Glendale News-Press regarding my client, the Montrose Collection, and its principals, I do not believe that your readers have a complete explanation of the basis of the dispute. There has been a restaurant in continuous operation in the same location since 1966. The facility was granted a conditional-use permit to serve alcohol in 1983. Over the years, there have been various owners operating different types of restaurants. In February 2002, the city issued a zoning-use certificate for the property, confirming its authorized use as a restaurant/banquet hall/bar.

For the Balboa Island Yacht Club, the awards banquet is an annual rite of passage in which the club's members receive trophies they earned in paddle-boarding, rowing, swimming, diving and sailing. This year's celebration, however, was a special one. Twelve members from the World War II era attended the event, held Aug. 19 at the Balboa Pavilion, and received some long-overdue trophies. The banquet marks the end of Balboa Island Yacht Club's 84th summer.
