This week the City Council put the brakes on a plan that, beginning July 1, would have boosted Beeline bus fares by 25 cents to $1.25. For years, Glendale bus riders, many of them high school students, paid 25 cents for a one-way ride on the Beeline. But by Oct. 2011, that rate was deemed unsustainable. City officials then found themselves struggling to balance the city's transit fund, which relied on property tax revenues set aside for transit operations. During the prolonged recession, those revenues lagged as operational costs continued their predictable rise.

Ridership on Glendale's bus system, the Beeline, has decreased to nearly 1.9 million passengers this year, a roughly 26% decline since the city started increasing fare prices in 2011, according to data released this month in the city's comprehensive annual financial report. But the drop in ridership hasn't negatively impacted revenues. Instead, the phased-in fare increase that went into effect two years ago has doubled Beeline revenues to $1.2 million this year, said Steve Zurn, director of public works, in an email.

When looking at the proposed fare increase for the city’s Beeline bus — 200% — a certain wow factor starts to creep into our reaction, but then we get to the part where it would land at 75 cents. That would still put it at half the current base fare for Metro buses, and far cheaper than taking a taxi. Granted, you can go anywhere in a taxi, and Metro traverses the entire county, so riders have more options, they get more bang for the buck. Beeline routes are local, and designed to connect residents and workers from one section of town to another.

On Friday, Nov. 15, I had a Beeline bus driver call a supervisor because the bus doors had jammed onto my left foot, causing damage to my new diabetic orthotic shoes. I called Beeline to follow up and spoke to a supervisor at Beeline who then gave me a number to call and file a claim. The contact name he gave me was a man who is in Iowa. I have to call Iowa to resolve and investigate an incident that occurred in Glendale, Calif.? Manuel Esquivel Glendale

Josh Kleinbaum Frank Wright knows that Allen Avenue is too small for the city's big Beeline buses. His daughter, Patricia Abdullah, knows it even better. While visiting Wright in his apartment on Allen Avenue recently, Abdullah watched as one of the buses sideswiped her car, taking the side-view mirror with it. But that very bus brings passengers to and from Kenneth Village, where merchants rely on pedestrian traffic from the Beeline to make a living.

The city of Glendale is proposing new Beeline bus service for passengers to Montrose and La Cañada, the city's transportation commission was told this week. The new line, to be called Route 8, would provide 30-minute service along Honolulu Avenue to La Crescenta Avenue, and then travel on Foothill to JPL. The new line would pick up service now being provided on Line 3, one of the busiest in the system, and would connect up to Glendale Avenue and onto the Glendale train station.

Glendale has hired Dan Boyle and Associates as a consultant to study route changes and improvements in the city?s Beeline transit service, including improved service for La Crescenta and Montrose. Local residents and Mayor John Drayman have supported improved transit for the local area, which is under-served. Drayman suggested a route that could connect local attractions such as Montrose Shopping Park, Descanso Gardens and Verdugo Hills Hospital. The consultant will develop hard service numbers to back up recommendations in the city?

Tim Willert GLENDALE -- The city's popular Beeline shuttle bus service could get a big shot in the arm if federal lawmakers approve funding to add five new natural gas-powered busses. The House Appropriations Committee passed a federal transportation bill last week that includes $700,000 requested by Rep. Adam Schiff (D-Glendale) to pay for five compressed natural gas buses. "A lot of people depend on the Beeline service to get around," Schiff said Monday.

Buck Wargo CITY HALL -- After a second bus fire in three days, Glendale pulled 11 aging propane-powered Beeline buses off their routes Friday afternoon and brought in replacements. No one was injured when an engine on a Beeline bus caught on fire just after 1 p.m. Friday at Central Avenue and Dryden Street. It caused $30,000 in damage. On Tuesday, $40,000 in damage resulted when a Beeline bus engine caught fire at Chevy Chase Drive and Colorado Street.

CITY HALL — The City Council Tuesday unanimously approved a correction to a previous agenda item regarding a contract renewal with the company that provides the Beeline bus service. But the corrective action was still met with scrutiny from council critics. On April 17, the council voted to extend the city's contract with MV transportation to continue providing Beeline service for another 15 months, which would cost just under $11 million. This was slightly higher than in previous year's cost due to an increase in employee labor rates, rising fuel prices and costs of improving compliance with the Americans with Disabilities Act. But in the staff report considered by the council in April, the number listed as the cost of the service was wrong.

A planned fare hike for the Glendale Beeline bus service has been canceled due to increased available funding stemming from early retirements at City Hall and a series of Los Angeles County sales tax hikes. The City Council this week approved nixing the increase from $1 to $1.25 that was scheduled to take place July 1. The current $1 fare, up from 75 cents in July 2012, will remain in place. Up until October 2011, the fare had been 25 cents. City officials may still review upping the fare at future budget meetings.

In a unique move, a portion of a Glendale bus line that faced elimination due to high operating costs will be replaced by a taxi service. “This is totally out of the box,” said city Transit Manager Kathryn Engel. Prior to the move, Beeline Route 13 extended up Glenoaks Canyon. But that portion of the route has faced low ridership and low revenues, city officials said. Rather than completely eliminate transportation service up Glenoaks Canyon, the City Council on Tuesday approved replacing it with a taxicab service contracted to run a six-person shuttle five times a day for the roughly 3.5 miles roundtrip.

Negative reaction to recently approved hikes for Beeline bus fares is understandable. In a down economy, it seems like a vicious cycle of punishing the very people who depend on cheap public transit now more than ever. But this was a decision that has been put off for much too long. The artificially low fares haven't been raised since 1995, despite climbing operating expenses. Past City Councils apparently found the decision to reconcile the two issues politically untenable. And if the blowback from riders this past week was any indication, we can see why. But at a time when this City Council has been forced to make heavy cuts to public services in an effort to bridge multi-million-dollar budget deficits at City Hall, perhaps it was the working-hand calluses that finally got the fare hikes through.

Glendale Beeline bus riders will see fares increase over the next two years, along with possible service adjustments, as city officials work to stem significant operating losses. The first bump for Beeline fares to 75 cents from a quarter will kick in Oct. 1, and a final increase to $1.25 will take place July 1, 2013. Dial-A-Ride customers who currently pay $1 will be charged $1.25 and then $1.50 on the same timeline, according to the new rate structure approved by the City Council Tuesday on a 3 to 2 vote.

The City Council this week began discussion of a proposed rate increase and service cuts on the city's Beeline Service, but did not make any decisions on the proposal. City transportation commissioners voted 4 to 1 this month to recommend that the City Council raise the regular Beeline one-way fare to 75 cents, while at the same time slashing two routes with low ridership. The fare would be raised to $1 in July 2012. Under the same recommendation, the one-way fare for the Metrolink express bus from the Glendale Amtrak/Metrolink station to downtown Glendale would be raised to $2. In a special meeting Tuesday afternoon, City Council members began discussing the proposal, but had to recess the meeting to a later date due to time constraints.

CITY HALL — Riders of the Beeline bus service could soon see fares triple under a proposed rate increase that the City Council will consider this month. City transportation commissioners voted 4 to 1 on Wednesday to recommend that the City Council raise the regular Beeline one-way fare to 75 cents, while at the same time slashing two routes with low ridership. The fare would be raised to $1 in July 2012. Under the same recommendation, the one-way fare for the Metrolink express bus from the Glendale Amtrak/Metrolink station to downtown Glendale would be raised to $2. The City Council will review the proposal this month and vote on it in October.
