Former General Manager Glenn Steiger on Monday acknowledged that he double-billed the city for expenses related to a conference he attended on behalf of another organization, but said his decision to resign May 23, a day after city officials inquired about the receipts, was coincidental.

I might be wrong, but how many "new" council members were last elected? So this person was not aware of the time needed to do this job? OK, now the question. Is the newly elected person the only one asking for an increase in salary? This individual should (with good grace) write a letter of resignation. The remaining council members knew when they ran for re-election the pay plan entailed. They have a right to resign or serve out the remainder of their term, and chose to run for re-election or not.
